General Job Description:

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Energy Resources Department.

Performs advanced and/or managerial (senior-level) engineering and oversight work.  Work involves managing and directing major technical engineering projects and activities and reviewing and issuing permits. May plan, assign, and/or supervise the work of others.  Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. 

 The successful candidate will be an integral part of the Energy Resources department. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency.

Essential Duties:

• Oversee review and preparation of reports on recommended course of action on all commingling permit issues and gas metering issues.   
• Provide engineering expertise and analysis to Energy Resources Division in managing the oil, gas and hard mineral resources on state lands, as well as CO2 sequestration.
• Provide engineering analysis of any drainage situations associated with shut-in applications, Rule 37 exception request, or offset obligations. Provide expert witness testimony at appropriate civil/judicial forum    
• Support in-kind, audit, and legal functions with engineering expertise and analysis as required.   
• Evaluate developed state properties with remaining reserves and recommend value for their lease or sale.    
• Manage evaluation and process requests for marginal properties royalty reduction. Evaluation and processing to be completed in 10 working days.    
• Oversee evaluation and process of salt-water disposal applications, water injection proposals, and minor permit requests. Evaluation and processing to be completed in 10 working days.
• Oversees scheduled and non-scheduled geologic and technical reports as assigned by management.
• Performs related work as assigned.

 

Knowledge, Skills, and Abilities:

Skill in using MS Excel and Word, Outlook, PHDWin and DrillingInfo.

Knowledge of engineering principles, practices, techniques, and procedures; applicable laws,

regulations, and rules; mathematics; and project engineering development.

Skill in the use of computer-aided design techniques and computerized design, evaluation, and

analysis tools; comprehending technical material; implementation planning; identifying problems

and causes; and the use of logic to assess options.

Ability to plan, design, evaluate, and coordinate engineering projects; to communicate

effectively; and to supervise the work of others.

 

 

Physical Requirements:

 

This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas; normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies; marginal or corrected visual and auditory requirements; constant use of personal computers, copiers, printers, and telephones; the ability to move about the office to access file cabinets and office machinery; requires the stamina to maintain attention to detail despite interruptions; ability to move and transport records, documents, boxes and all related information, materials and tools, weighing up to 50 pounds; frequent sitting and/or remaining in a stationary position; ability to bend, stoop, kneel, reach and/or steer a boat as needed; the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments; the ability to work under deadlines, as a team member, and in direct contact with others; and the ability to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including field work and training assignments.

 

 

Minimum Qualifications:

Bachelor of Science Degree in Petroleum, Chemical or Mechanical Engineering.  Advanced knowledge and experience in the design and installation of oil and gas production facilities, production meter types, commingling methods for oil and gas, oil and gas treating processes and gas processing plant design.  Must be licensed as a Professional Engineer by the State of Texas.

 

Preferred Qualifications:

Knowledge and understanding of American Petroleum Institute Manual of Petroleum Measurement Standards.  Understanding of royalty accounting principles.  Ability to communicate effectively with engineers, accountants, auditors, landmen, attorneys and regulatory staff. Knowledge of Railroad Commission (RRC) rules and Texas Administrative Code rules related to the GLO and RRC.  Experience and/or expertise in the operation of carbon dioxide sequestration.
